Work set to start on Safeway-anchored East Valley mixed-use development

A 35-acre mixed-use project is taking shape in Gilbert, likely anchored by a Safeway grocery store.

Thompson Thrift’s latest project, called The Gilmore, intends to break ground on April 30, nearly a year-and-half after the final plat was approved by Gilbert City Council in 2023.

The Gilmore’s 40.6 acres will include 213,656 square feet of commercial space — 63,537 square feet of which will be occupied by Safeway, the anchor tenant.

A spokesperson with Albertson’s, the parent company of Safeway, declined to comment on the grocery chain’s involvement with The Gilmore. But the leasing brochure and details from a Town of Gilbert’s Planning Commission meeting back in November 2022 confirm Safeway as the anchor tenant. Adam Baugh of Withey Morris PLC, who the attorney on the project, confirmed the lease was signed to the planning commission during the November meeting.

In addition to the more than 200,000 square feet of commercial space, The Gilmore development, located at 3960 S. Val Vista Drive, will also include 300 luxury apartments.

All of the residential units will be located in the northwest corner of the property and sit on 15 acres. The 300 units will be divided across two, four-story buildings and will sit above 37,336 square feet of ground floor retail space. A four-story, 105-room hotel is proposed and will be located in the southwest corner of the parcel.

Overall, The Gilmore totaled $225 million in investment, per previous Business Journal reporting, and includes the $21.2 million it took to acquire the 40-acre parcel in 2022, according to Maricopa County records.

Of the more than 200,000 square feet of commercial space, about 197,397 square feet has been leased up, leaving about 57,283 square feet available, according to the Gilmore’s leasing brochure.

Earlier this year, Georgia fried chicken chain Zaxby’s confirmed it had inked a lease at The Gilbert. Here are the other retailers that have secured space at the project:

In August 2022, Gilbert Town Council adopted an ordinance to allow the 40.6 acres The Gilmore sits on to be zoned for planned area development and multifamily, according to planning documents.

Town Council approved the final plat for The Gilmore in September 2023.
